I'm taking the liberty of switching lists for this question of terminology.

There is citizen voting, which is private data and should not be tracked and only stored long enough to establish the results of their effective election and there is legislative voting cast by our elected deputies and publicly available throught the "hansard" at the parliament and available through the web.

This, to me, appears as pretty clear examples of what isn't and what is or should be public citizen data, or information of you prefer that term.
