This is a good place to follow the open access for publications -

Open access journal folks are making headway, however, the open access to
data is a less well understood issue. They are related but different. Some
excellent Open data in the science material can be found here -
http://zzzoot.blogspot.com/
It is probably time to update the list on some of the latest reports on this
issue!
