[CivicAccess-discuss] postal codes to electoral districts

Hi folks,

I owe you a status report.

One of the issues I faced on my last attempt to get the full list was
that different sources did not return the same results. I decided to
do another pass with a single source, the easiest one to start with
being the CBC:

The electoral district id's use the CBC's keys, not those of Elections Canada.

The spidering (data gathering) was done over 10 days, so hopefully
this doesn't constitute "trespass to chattels".
