My take on the reason why the government is having the copyright 
consultation is the huge negative publicity that they received over Bill 
C-61.  This is an issue which could effect their electablility.  They 
don't feel the heat from those other issues in the same way. 

Given that one of the issues in the Copyright Consultation is crown 
copyright, I think there is significant room for members of this 
discussion list to push the Federal Gvoernment to relinquish crown 
copyright.
