The US group OpenTheGovernment just released a secrecy report card:

I haven't read it yet, but according to here:

It contains the nugget that:
"The government spent nearly $200 maintaining the secrets already on the books for every one dollar the government spent declassifying documents in 2008,"
I wonder what the numbers are like for Canada?
