[CivicAccess-discuss] What policy instruments are required for OpenCanada.gc.ca ?

Does anyone on the list know which instruments are used in Canada to direct
the bureaucracy to act in unison on issues of transparency and open data?

In the US they have:

   - White House Presidential Memoranda for Executive Departments and
   Agencies  -
   http://www.whitehouse.gov/the_press_office/Transparency_and_Open_Government/
   - and Office of Management and Budget (OMB) Directives -
   http://www.whitehouse.gov/open/documents/open-government-directive

In Canada would it be:

   - Treasury Board of Canada (TBS) Policies -
   http://www.tbs-sct.gc.ca/pol/index-eng.aspx
   - Memorandum to Cabinet -
   http://www.pco-bcp.gc.ca/index.asp?lang=eng&page=information&sub=publications&doc=legislation/part3-eng.htm

I am trying to figure out which Federal government instruments could be
invoked/drafted/used for open data and transparency for the government of
Canada, and honestly, I do not know how the Canadian System works. Once I
know what these are I would have to figure out how to make them work, invoke
them and so on.  It seems like a black box at the moment.
