Incomplete Take on the History of Open Data in Chicago

I think all open data initiative should have a little historical piece
about how they got started and how they keep going.  Open data I
speculate is the cherry on the banana split, and is the end decorative
piece on top of a lot of prior work in the information ecology.  In
Canada, it is the librarians and the geomaticians who were the first
out the door with open data, and that was in the mid 1980s.
